Statement from the CEO re: The role of officers in facilitating the development of SPA:
Shire officers are ‘professionally indifferent’ in relation to the Southern Peninsula Aquatic (SPA) centre. We provide advice as requested by Council, and implement whatever Council decides, but we are professionally indifferent to whether Council builds an aquatic facility, and if so, where it is built.
That is our responsibility, and I take that responsibility very seriously, and I have made clear to my colleagues that I expect them to do the same. I have expressed the officer approach as ‘we are Switzerland’, meaning that we do not ‘take sides’.
As we proceed with Council’s resolutions in relation to SPA, I have advised officers to progress site-specific design and other works, keeping in mind that, following the Council election in October, the then Council may determine differently. That does not mean any delay in implementing Council’s decision, or that officers progress any potential alternative. That is not for officers to decide.
I believe it is important for all to be aware that officers are acting precisely as we are required to do in relation to SPA.
First the SPA: the officers have not acted in a “professional indifferent” manner as can be shown by their complicity in obtaining signatures on a very biased petition in favour of the SPA on the foreshore. Also we have had information that allegedly officers were circulating this petition in the camping areas during the tourist season. We have not been able to verify this and TheShire denies it. Hopefully someone will come forward to substantiate this information.
Secondly, the officers are supposed to be “professional indifferent” all the time but many of us do not believe this to be true: The most notable example is the report put forward by Mr. Noel Buck: Manager Governance & Corporate Support, Mornington Peninsula Shire relative to recording council minutes which onlyincluded negatives. It was a disgrace in being “professionally indifferent”. Mr. Michael Kennedy; DBA, OAM, CEO, “Principal Servant, Practitioner, Expert on Everything and Doctoral Researcher”: Mornington Peninsula did not seem too concerned about this biased and prejudicial report.Now that he has made this statement, I might ask him that question.
The fact is: TheCEO and TheOfficers are to do as they are told by the council (Board of Directors) even though they have failed to follow council instructions on a couple of council resolutions. And why does this happen????? And why do CEO and TheOfficers run rampant with their own agendas??? Because we have too many CEO apologists on the council willing to give huge pay increases to TheCEO and TheOfficers for mediocre performance (oh, and the big bonuses on top of that).
Add to this the point that they continue to support TheCEO’s contract renewal year after year without checking out the market and TheCEO has KPI’s that are not measurable, but rather, a matter of judgment and what you end up with is what we got.
I continue to stand by my statements of the past: it is not TheCEO and TheOfficers that we need to change it is the council (Board of Directors). TheCEO and TheOfficers will continue to do whatever they can to get what they want and in the face of a weak council they get it. For those of you who continue to complain about TheCEO and TheOfficeers: the next election (October) is the time to change things. But it means you have to act to Unelect those who are merely apologists for the CEO and his minions.
So long as we have a Council (Board of Directors)
that acts like a “Board of Directed”
we will continue to have a dictatorship
by TheCEO and his Executive Staff:
with some councillors following along
like little sheep on their way
to the abattoir.

Every effort must be made to Unelect these rusted on thinkers. Anyone else would be a breath of fresh air and they might even resist the allure of the “Collegiate Collective” (The Borg) that Mr. Michael Kennedy; DBA, OAM, CEO, “Principal Servant, Practitioner, Expert on Everything and Doctoral Researcher”: Mornington Peninsula spews. We need councillors who will listen to all not just the ones who have agendas which support their prejudices.We need councillors who will stand up to TheCEO and his minions and tell them what is to be done and then insures that he directs his minions to carry out their wishes.
